Two separate requirements

A municipal permit and state contractor registration are different things with different triggers. The municipal side is genuinely local, and one boundary changed recently: Essex Junction separated from the Town of Essex and became a city on 1 July 2022, so it runs its own process. Cambridge and Jeffersonville are in Lamoille County and Fairfax is in Franklin County rather than Chittenden. Confirm which municipality the property is actually in before anyone files.

What the contract itself must contain

Short answerFor residential work estimated at $10,000 or more including labour and materials, Vermont requires the written contract to state a price provision, estimated start and completion dates, a description of the services and materials, and how amendments are approved and documented in a signed writing.

On deposits: where the contract states a maximum price, or time-and-materials with a not-to-exceed maximum, the contractor may require no more than one-half the cost of labour or one-half the price of materials, whichever is greater. With time-and-materials and no maximum, it is negotiated. A request for most of the contract value before materials arrive is worth questioning against that standard.
