Why chimney leaks are easy to misdiagnose
Step flashing should work with each shingle course along the sides. Counterflashing protects the upper edge of the step flashing. The upslope side must direct water around the chimney, especially when the chimney is wide or located where snow collects.
Masonry absorption, cracks, caps, crowns, and liners can create symptoms that resemble failed roof flashing. A surface coating applied without identifying the path may hide the issue temporarily without correcting it.

Ask whether masonry repair, cap or crown work, interior finishes, or hidden deck damage are excluded. Those distinctions prevent a roofing repair from being mistaken for a complete chimney restoration.
When replacement work affects the chimney
A full reroof is an opportunity to rebuild accessible chimney flashings rather than work around an unknown old detail. The replacement proposal should state whether step flashing, counterflashing, cricket work, deck repair, and masonry coordination are included.

Step flashing is layered with individual shingle courses along the chimney sides. Counterflashing overlaps the top edge and is commonly integrated with masonry. On the upslope side, a back pan or cricket moves water and debris around the obstruction.
A repair that addresses only one visible joint may miss the connected system. The roof slope, chimney width, snow accumulation, masonry condition, and prior modifications all affect the durable detail.

The two-trade problem
A chimney leak sits on the boundary between roofing and masonry, and that boundary is where proposals get vague. Step and counter flashing are roofing work; crown, cap, mortar joints and brick face are masonry. A proposal should say plainly which side of that line each item falls on and what is excluded.
Where both are needed, sequence matters — masonry repairs that disturb the flashing line should happen before or with the flashing work, not after it. Ask who is coordinating that if two trades are involved.
